Not as a process in Limesurvey. You would have to define this process your self for you company and then the survey creator can only activate the survey when both bosses aprove it.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
