is there a way to add a global page transition for all questions?

Would be cool to have a fade or slide effect to visually see the progress in the survey.

Not [strike]really possible[/strike] very easy because the LimeSurvey form (page) is reloaded when the "Submit" button is clicked. Your example a actually just 2 <div> elements on a single page - one at a time is hidden.

I think best is to use a "all in one" survey with a complete adapted template.
