Is there a way to restrict the view of responses to a set of users ?

Sorry, May be I didn't explain my requirement properly.

I am looking for a way to see the responses of group participants to a particular user.
For e.g there are 100 Participants participated survey. Now the 25 responses ( must be a way to identify which 25) needs to be viewed my User X, and another set by User Y .

Not all these users should see all the responses of a particular survy.
