Is there any configurations or coding that makes me able to set a quota in user's responses monlthly?

No, not in the community edition.

The cloud version hosted by Limesurvey GmbH seems to have this, but this was probably specifically developed for their cloud services and is not part of the community edition.

do I understand correctly? You want to have something like 
january: 50 men, 50 women
february: 50 men, 50 women
and so on.

So you may use ExpressionScript and combine the value of actual month and the answer to "gender".
Like: 12*gendercode+month
Now either you create separate quotas for each outcome
or - better - you use the function "statCountIf" to check if there are already 50 men/women. If "yes" you use a quota with limit 0 to screen them out.

But you should explain a bit better, as you should explain your other question about "membersip" as well.

What I want is when a user is created, the admin sets monthly quota to that user , not just in terms of survey numbers but in term of number of responses, regardless of gender

@Joffm: from what I understand she basically wants a platform similar to Limesurvey Pro, where users/members can create surveys and collect data, but have a monthly limit of surveys/answers, just like the hosted version of Limesurvey. The technology exist obviously, but Limesurvey GmbH will most probably not be interested to provide their backend for this service. It is not a survey quota what she is after, but a Limesurvey SaaS hosting platform.
