You may be able to do this via JavaScript in a custom admin theme. But, you ignored the questions about LimeSurvey version, etc. so we cannot help.

Why ? You need a default survey group !

We currently for Default survey group to be available

Maybe if you want to disable this : you can create a Feature Request.
But need a good reason, what purpose ?

i have many categories of users and i specific survey group for each group of users and it is work well and i want to force to have all the surveys in the specific survey group that i assigned to that group of users but always Default survey group appears with the other survey group that i assigned.

SO , I need help please to prevent some users to add survey on Default survey group.

My opinion :
1. start to force Survey Group ID  in beforeSurveySave event : www.limesurvey.org/manual/BeforeModelSave
2. Add a JS solution to remove group ID 1 to the Surey Group list
