Maybe you can use LimMPDF mpdf.github.io/reference/mpdf-functions/setprotection.html
and improve the plugin.

Another question:
An image which is NOT uploaded to the server, but coming from an external URL is not included in the PDF REPORT. The html aswer shows it, but missing from the pdf.

Do you have any suggestion, how to include it?

Maybe your server disable external URL call
You can add image as data:url or include via server url
mpdf.github.io/what-else-can-i-do/images.html

From LS upload folder, from another folder of my own server, from another server.
 

How did you try do insert it?
I used the usual <img> tags.

Thank you for your comments. I installed LimeMpdf plugin, and checked the checkbox at the PDFReport plugin menu to use LimeMpdf. Now image with external url appears in the pdfreport.

When I disable LimeMpdf plugin, external image does not show in the pdf.

tcpdf allow full url too by defaut. Maybe use a restricted function on your server.
maybe you can check with debug = 2 manual.limesurvey.org/Debug_mode
