When importing CPDB entries from a csv-file, there is an option to avoid duplicates.
When importing the same file again, all entries have duplicates although the option was selected.
Problem is reproducable.
The bug says "open". So I guess it is still open and no one fixed it. So I guess you didn't miss anything.
The bug hasn't even been assigned to anyone. So if it hasn't been assigned, no one is working on it I guess.
But it seems like you are a client of Limesurvey GmbH? Open a support ticket about this. Maybe then someone from Limesurvey GmbH gets assigned to it to fix it.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
