Yes, LimeSurey can do something,I am curious about the potential to use it as an event sign-up tool (similar to Eventbrite).

This is not the best workflow in a scenario like this.you can set a quota for a wanted single response. for example when you set for male's limit to 5, the 6th male in your survey will see a special screen with a specialized message and can't move on
