==================
I am trying to build a theme which is WCAG-compliant. I can fix a few issues which are in the frontend theme by modifying twig files.
What I found is that, to fix a few accessibility issues, I have to work on Core Files modification but we can not modify the Limesurvey core files; all the files are BUILD files for the frontend that they published!
Am I correct in my finding?
I have hosted LS in my Server for testing.

You can modify the corefiles on your installation but you would need to recheck alle modifications after every update.
It would be better to sumit one or two issues via the bugtracker to get the corefiles fixed by the developers.
Looks like the easiest way to get issues fixed for all of us.
