i want to export completed reponses that i didnt export before.
Is it possible in limesurvey in the UI or via API ?

Why not?
The SAVEDID is autoincrement.
So if you exported the results last Monday all new responses have a greater SAVEDID.

And of course it's easy to export all and remove the "old" ones in Excel.

the problem is that there is a possibility that some users might finish the survey before others ( a user with id 15 might complete before a user with id 14)
Can i export responses based on a filter . for example i want to export responses where the Queston with code "Q12" equals to 1?
