What is the url shown ?
I think you have GET url and not PATH url

As expected, but the LimeSurvey is not the place to provide administration trainings. That is out of scope.
You got hints where to look. If your administrator cannot help, I would start using a managed webserver. If you want to configure the server on you own, you might start a thread on a debian forum.

The only exception are config set to get (in application/config/config.php) Even with mod_rewrite activated : it don't work.
