We have dealt with several projects which required this kind of setup. E.g. you have an initial survey and if someone qualifies for a follow up survey, you want to read some details from the initial survey to add that user to a follow up survey.
The solution is a plugin which after survey complete reads details from predefined questions. The plugin also has a setting to define the ID of the follow up survey. At that survey at creates a new user with e.g. name and email details being taken from the initial survey. For some projects we have also added a setting so that the user is only allowed to take the follow up surveys after X days.
We then usually use automatic scripts for sending email invitations to directly invite the new users to the follow up survey.
The process of sending reminders can also be automated by a similar reminder cronjob script .
