I am wondering if I set-up my survey incorrectly. I usually set up assessments but this time I am setting up a survey that can be completed by the same user more than one time. The information they are filling out is for a set of leaders so they select the leader name and then complete the survey for that leader. Then they would like to go into the survey again, select another user and complete the survey. I can send my setting via screenshots if that will help.

I would choose:
Enable participant-based response persistence Off
Allow multiple responses or update responses with one access code On

That will ensure that if you use token, the respondents can fill out multiple surveys with the token as well.
