Do you know whether Limesurvey puts restrictions to the sending surveys to many respondents having group emails (e.g. info@pepsi.com) or personal emails? Are the first ones considered as spaming. Are the second ones require prior consent?
Limesurvey, the software, does not put any restrictions.
Now if you are referring to Limesurvey GmbH and their SaaS Limesurvey hosting service, you should open a support ticket and ask them directly, they will most probably not see this or answer here.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
