Please help us help you and fill where relevant:

==================
I have 25 question groups in my survey and participants will see 5 of them randomly and in random order. Theoretically, the progress bar should increase by 20% after the user answers each question group. But in reality it is much less than 20%. When users finish answering the last question group, the progress bar jumps dramatically to 100%.

Is there any way to make the progress bar increase evenly for my situation?

Thank you very much.

That's the usual behavour.
The progress bar doesn't know anything of the logical structure of the survey.
You see that the total number of questions is counted at the beginning. Here LS doesn't know if they will be displayed or not.

I think there is an example here to set the value of the progress bar manually.
And of course the easy way: Don't show the progress bar.
Some experts recommend this as a progress bar might  discourage some participants.
Personally I am not sure.
