Token based response persistence vs Allow multiple Responses vs Update responses

While helping someone with their settings in the German forum I noticed that these 2 settings are weird, in my opinion and wanted to discuss what others think. Maybe I am just approaching it wrong.

For me 4 scenarios would be relevant here:

1. I want respondents to be able to pause their survey and get back later --> Switch on "Token based response persistence"
2. I want respondents to be able to respond more than once, always start new --> Response persistence off, Allow multiple responses or update responses with one token on
3. I want respondents to be able to respond more than once, but if they have one started but not finished, first go into the unfiished one --> currently not possible?

Currently, if I have "enable token-based response persistence" ON and "Allow multiple responses or update responses with one token" ON, then I can't have multiple responses, the same response get's updated all the time.

This means, if I want to allow respondents to fill a survey more than once, but it is a little longer and I want token based answer persistence, this is currently not possible, correct?
