Use API to email an anonymous (non tokenised) survey respondent

I have a usecase where our organisation provides department managers with a LimeSurvey token so their staff can complete anonymous surveys. Each department manager has a token with maybe 300 uses.

After each user completes a survey, we'd like to send them a copy of their response by collecting their email address on the end page using a form and then using the API. This means we don't store the email and the survey stays anonymous.

We've had no trouble to use the API to get the users response and email template, but does anyone have any tips on how we use the API to send the users the response? As far as we can tell, the API only provides email sends for user email addresses registered against a token (which we don't do).

Are there any plugins that extend the API to do this?
