I often need to change the structure of a survey and import the reponses from its previous state. It works fine with vvexport/vvimport or restore from old participant table, except imported responses cannot be edited or updated through their tokens. (I have "Enable token-based response persistence" enabled.) I also notice that the participant field is empty in imported responses.

How can I make the imported/restored entries editable via their tokens (not using the admin interface)?

It work by default , how you update currently ?
What is you complete settings ?

There are no participant , there are a token field (if survey is not anonymous)

See attached screenshots. 
When I visit the URL of an imported response with a valid token (0iVVlwJMHUuK98V in the attached screenshorts), I get "To participate in this restricted survey, you need a valid token."
Even if I fill the input box with that token, I still get the same error.
Note in the response display page, imported entries have the tokens greyed out.

You need both : import Reponse + import token

So vvexport/vvimport restores the responses, and restore previous token table restores the tokens. I get it now.
