Quotation marks and quote in database written in htmlentity code was created by andreabersi
with the last update (i have now   3.25.10+210128 ) if i insert a participant in the survey with quotation marks and quote (example my "name" is a'apostrophe) i get (in the list) the html entity(see the attachmentes) ; the same appears in the localized strings (see also attachments).
I have the onlky to experiment this strange behavior? Thank you

I have installed the last version 3.25.12 and as you can see in the attachment the problem is confirmed: if the 1 is a problem with the italian translation, the 2 is a bug(???) of limesurvey?

About browse : we need to show it encoded, maybe it's not the best solution used for encoding : please report the issue

About the translation : report another issues please.
