If the questions are of the same type, I'd add the help text to one and then copy it.
In my opinion it's the easiest way.
Of course you could try to export to "*.txt", edit it in OpenOffice (better than EXCEL), and import again.
Or you try the plugin "MassAction" (available in LimeStore)
