Can I change the global default for variation of a theme?

I was able to extend fruity and change the logo. However, colors in Bay of Many would look nice with the logo. (And yes, this is just bikeshedding.)

Now I do not quite understand. I inherited a theme, fruity -> tuni_fruity, and set it as default theme from global setting. But it is not seen at all for normal users. Hence I added View/read permission for themes to a user, and now he can manually access the theme.

However, the default for new surveys seems to be "Inherit [fruity]" both for me and for the test user.
