Because he can "save for later" his survey, or he can check for accuracy if his documents are ok.

If I get it right, the questiontype fileupload is the only question type which cannot be changed.
The usecase for a survey: You upload a file, continue the survey. If you can go back, you might want to check if you have uploaded the correct file (E.g. same filename, different folders on your device). Being able to download and remove files is a valid case.

No, you can go back and check/edit/remove the file.
