this is normal behaviour.
The second survey is called like any other website without knowledge of the calling page.
I should say:
Either you set your second survey not token based,
or - if the respondents have the same tokens in both surveys - add the token to the end-url.

If the second survey does not have tokens, it should be no problem. No token should be asked.
If the second survey uses tokens and the tokens are the same in both surveys, have a look on how the links with tokens of the second survey look like, then add this survey link by replacing the token of this link with {TOKEN:TOKEN} and insert this link into the end URL.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
