Question Index-Not scrolling

Question Index-Not scrolling was created by wizard2none
On a mobile device, I can get the Question Index to scroll by swiping.

On a PC I can't get it to scroll (i.e. mouse drags, scroll wheel, etc. not working).

My question is how do I get it to scroll on a device with a mouse (such as a PC)?
I need it to scroll since not all the question blocks are visible (i.e. showing 28 of the 40 blocks--so can't see the last 12 blocks).

LS version: 2.67.3 (Latest version hosted on limesurvey.org)
Template: Default

I can see the code added to theme.css, but there's no scrolling in the question index. Is there anything that can be added/changed to make the scrolling work?

I'm on LimeSurvey 3.6.2
I'm using the latest LS 3.22 hosted on LS servers, not installed locally.

But if it was solved in the earlier version, then it should work now, shouldn't it?

Well, for example, I'm using Vanilla (extended).
So, I've just added to custom.css this code (even though it's already in theme.css)
Code:
/* Make sure question index menu is not too long. */
#index-menu ul.dropdown-menu {
    max-height: 50vh;
    overflow-y: scroll;
}

But I get no effect.

I've tried 40vh and 30vh. Still, no effect.

Well, it's written - "Make sure question index menu is not too long." .. so I wonder how long is too long? :)
