As superadministrator I created administrator A and B who created for themselves their own workgroup with (admin)users A1, A2, A3 and B1, B2, B3. Administrator A can only see and change users A1, A2, A3 and B only B1, B2, B3. This is desired behaviour.
But administrator A has moved from the organisation and now I would like to make administrator B the parent of the A-users so that administrator B can manage not only B1, B2, B3 but also A1, A2, A3.
Is there a way to do this?
1: create a A group : put A, A1,A2,13 in it
2: create B group : put A,B,B1,B2,B3
I'am unsure it was OK : make some test and tell us if it work)

I tried this out. I made a new workgroup admin (duimd_fit) who created a new admin duimd_ivg.
User duimd_fit can add admin golie to a user group and can see him in the user control panel but he cannot edit him or change his permissions.
As super admin I would like to give duimd_fit the rights to edit golie as if he created him himself.
I hope this clearifies where I'm looking for.
then if it don't work i see only plugin using Permission event
