is it possible in Limesurvey to not allow a user to send e-mails via Limesurvey? The background is that we use one central e-mail address in Limesurvey which is set in the global settings. But not every user of Limesurvey should be allowed to use that email via sending invitation/reminder e-mails.

Not out of the box. Can be controlled via plugin : beforeTokenEmail www.limesurvey.org/manual/BeforeTokenEmail
