we want to give our users the right to create new users so they can work together on surveys.

But we don't want to give our users the right to view all users of the installation, they should only see those users they created by themselves.

Is there a way around?

* User B should have the right to create a new user C
* A sets permission "create users" (additional "update users", "delete users" doesn't matter) for B
* Nothing changes for B, no configuration menu appears, no option to create user C under "survey permissions"
* A adds permission "view/read users" for B
* Now B gets a configuration menu and can add new user C
* But now B can also see all system-wide users and that should not

No there is no way to do that. Limesurvey is not intended for such matters. You can make sure that nobody sees surveys the should not see and of course, I one has no right to create users he can't see any other users.
