How difficult would it be to limit the information on the pdf download at last page to just the questions which were answered. Basically if they did't answer a question, leave that question off the pdf.
I already have done some plugin using newDirectRequest event to do my own "print page" : a lot of hack and make a lot of time ....
I think you can use beforeController event now to do such system.
