Is it possible to configure a LimeSurvey installation so that absolutely anyone can create a new survey, without needing to have an account? Failing that, is it possible to set it up so that anyone can create an account without requiring admin intervention?

Only with some RemoteControl 2 API magic I think, ther is an insertUser() property: api.limesurvey.org/classes/User.html
