Its about people reviewing themselves. So I have a big list of people, and everybody should get a notification like

You have to review:
Person X -> <Link to Survey about Person X> [Material to Person X]
Person Y -> <Link to Survey about Person Y> [Material to Person Y]
Person Z -> <Link to Survey about Person Z> [Material to Person Z]

Workgroup W -> <Link to Survey about Workgroup W>" [Material to Workgroup W]

As you can see, every person should also fill out a survey about a specific workgroup. So there are 7 workgroups, and everyone should review one specific workgroup. The question scheme is everytime the same, there should be no difference between workgroups and different people.

Is something like this possible with limesurvey?

Maybe I just don't understand what you want, but if there is a fixed group of respondents and some logic in the assignment of people to review, why not use token-fields and the Expresiion Manager to generate the custom URLS custom EM-generated text?
