According to the manual at:
www.limesurvey.org/manual/Survey_settings
under General #2 there should be a facility to select additional languages when creating a survey.
When I create a survey I only see the base language drop box and next I see title but no additional languages.

First you need to create a survey with a base language. Once this is done you can add secondary languages in the "General" tab.
