Is it possible to only send out a survey link to a certain percentage of people at random? So basically I do not want to send a survey to a user every time they close a support ticket but to a certain percentage of users per month.

Ideally it would receive a email notification that a ticket closed from our ticketing system and then only send a survey link to say 10% of the closed tickets per month. I am new LimeSurvey so sorry if this is a stupid question. Before I start installing I need to know what type of rules or intelligence I can set in it.

It seems to me that this is to do with your ticketing system, not LimeSurvey. Assuming the ticketing system is calling the LimeSurvey Remote Control API to create a new token and email the respondent, you will need to get it to do that for only every 10th closed ticket.
