Please let me know what is 'available surveys' portal or let me know some link where I can read more about it.

it' s the survey public list displayed at the home page of your installation. If you have no survey categorized as "public" (survey general settings) this list is empty and a message is shown ("there is no available survey")

This list is generated by the keyword {SURVEYLIST} in the surveylist.pstpl file of your main installation template (the most of the time "default" template). Obviously, you can edit this file for example:
- removing {SURVEYLIST} and/or {SURVEYLISTHEADING}
- hardcoding your own list
- setting a redirection (meta refresh or javascript)

Alternative solution can be add your own controller : github.com/LimeSurvey/LimeSurvey/blob/ma...ig/internal.php#L112 and set it in config.php.

Not tested but can be a solution.

I have a question. I cannot find this "available surveys portal". Is it the same as the "survey list"? Because there are all the surveys I made listed, also the ones which I did not make public. Or where can I find the public ones?

As Ben points out, this is simply the homepage of your LimeSurvey directory - it has nothing to do with the admin interface.
