I am reading in a number of places that LimeSurvey can be HIPAA compliant...
What holch means is that when running a local installation of Limesurvey via XAMPP you access the survey via the IP of the local computer. 127.0.0.1 works only from the local OC. If the PC is connected to a LAN the IP of the NIC (networkcard) can be used too.
