In our survey their is  no functionality of save survey using name ,email,etc..

So, you do not use the theme "fruity", but a customized extended one, based on "fruity"
So this is more or less up to you.

But.
What for do you use this "Resume later" in a closed survey at all?
In a closed survey the participant usually just closes his browser and later clicks the survey link again, to be on the same page where he left it.

If token based response persistence is enabled, this is the expected behavior. There is no requirement for the contact form as the respondent can simply resume with their original survey access URL.
