Yes, if you are using CE (not hosted by LimeSurvey GmbH), there is no limit imposed by the software. The only limitations would be your server capabilities.

Any server that has Mysql support will allow you roughly the same amount.
I am quite sure that you will NOT reach the row limit in your Limesurvey database.
Now the problems might come in when you have a lot of people responding at the same time. Then you probably need good processor power, good ram and a quick HDD or better SSD.
But giving hosting advice is out of the scope of this forum. Limesurvey CE will not impose you with any limits, the limits are defined by the database and of course the ability of your server to handle a lot traffic.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).
