You mean the WYSIWYG Editor for the question text?

I guess you made a fresh install, right? To me it looks like you did not upload all files correctly. Unfortunately with the amount of files in Limesurvey some FTP-Programs skip some files.

Yes, Ben mentioned something that is very important when updating: cleaning the browser cache.

It this doesn't help you can try to upload files again. Reading your question I assume you did a Comfort-Update. The files are where you got your Limesurvey files the first time you installed it: www.limesurvey.org/downloads/category/25-latest-stable-release

Even better (IMHO):
Automatically including a numeric timestamp (or version as wordpress does) on the end of every URL as a query string, will be a must either for front or back ends frequently updated css or js files

since we're using the asset manager when debug mode is off, all the tricks to clean the browser cache are useless now.

So what needs to be done now? Or is this just referring to Ben's solution and normal browser cache cleaning still helps?

Is there any text where I can read about this asset manager? I ran into it here in the forum, but I am not quote sure yet what it is, what it does and how this impacts us as the normal users.

like Holch I'm a quiet lost with Yii AssetManager ... Do you mean that users (with debug mode turned off) now don't have to clear their browser cache ?

Many newcomers ask: "What do we do with the assets folder?", and the answer is "Mostly nothing".

Only dev should worry about it, to turn it off when they working on JS and CSS (that's why it's automatically turned off when debug mode is on).

When 2.06, the forum was full of questions that ended with:

refresh the browser cache

Which was very problematic for the participants.

Now that problem is resolved by the AssetManager. When people update via comfortUpdate, all the assets are automatically refreshed, forcing the webbrowser to refresh its cache.

josegovia problem is weird. Since is the only one experimenting it, it's probably a problem with its own installation. Maybe he updated manually?
