I just tried on the Limesurvey demo and it works there. Unfortunately it doesn't say what version of Limesurvey the demo is running. I would assume it is the latest built, but I don't know.
As you tried with different browsers AND it is a new install, I guess we can rule out that this is a cache problem. Otherwise I would suggest to empty your cache at this point.
My guess would be that something went wrong with your installation. How did you install Limesurvey? How did you upload the files to your server?
As this version that you are using is the latest and already more than 10 days old, I would also rule out a bug, because this would definitely come up as a bug, because it basically would render Limesurvey useless.
I just updated my test installation of 2.5 to 160620 and it works fine here.

Provide your LS version and where it is installed (own server, uni/employer, SaaS hosting, etc.).
Always provide a LSS file (not LSQ or LSG).

This is a very old version and not a stable one. You should upgrade to 160620 from that version. It should work fine with 160620 as well. Here it does.

This looks like not all files are uploaded correctly or the permissions are wrong.
I ask again: How do you upload the files? FTP Programms like Filezilla, etc. regularily skip certain files. Have a look on the server if the number of files is the same as in the limesurvey folder on your computer.
But first of all: empty your cache just to avoid any additional work in case it is just a caching problem.
Why did you not upgrade from the 2.5RC7 Build 160122? Probably would have reduced the chance of problems.
