The Overview page of a survey lists the IP of the server and not the domain URL, also emails have Click here to do the survey: and it lists the IP. 
We do access the admin page via the IP which is required so I assume that's why we see the IP. Is there a way to configure it so the domain is listed on the Overview page of the survey and email sent to users ? I have added the publicurl entry into config.php using the domain name but its not working for those two scenarios.

1st point : we do what we can to get the hostname of the server. Here you have an issue with your server. Proxy ?

But : we have a solution : publicurl in config.php file is done for this.

I do have the publicurl in place in config.php. The same works in 3.x.

With publicurl in place -
1) The SURVEYURL variable in the invitation/reminder email still reports the IP address.

2) In the overview page of a survey where you can launch a survey with a link. That also shows the IP.

How do you access the installation?

If you access it via the IP, it will use the IP.

Yes, I access the LimeSurvey console via IP.
I also do that on version 3.x and publicurl sets the correct domain in all areas.

Then your 3.X version have publicurl set in config.php file.

If you're sure at 100% you set publicurl and it don't work : please report issue

I'm positive that publicurl is in config.php. It will populate parts of the email with the correct url that is identified in publicurl.

I'm unable to put in bugs because my account does not work.

Here is one example of what it is doing, this is from a reminder sent to a participant. You can see that the domain name is defined in the bottom two links. The first link in the email has the IP.
In this example publicurl is set to domain.name. 10.121.200.200 is the IP that is used to access the LimeSurvey console.

Yes : it work for OPTOUT but not for SURVEY
