There is no central feature of the internet that has been subject to as little formal regulation as internet interconnection. However, local regulation is starting to emerge – be it through transparency regulations, mandatory peering or licensing terms. Due to the networked nature of the internet, local rules may acquire a global scope.

The purpose of this survey is twofold:

  1. to crowdsource an initial overview about what kind of formal regulation exists in different regions of the world and
  2. to better understand how this regulation affects internet connectivity.


If you are a network engineer, peering coordinator or a network-savvy legal staffer, please participate! The questionnaire will take no longer than 10 minutes to fill out.

Survey answers will feed into the panel discussion “Internet interconnection under regulatory pressure” at this year’s Internet Governance Forum (Nov 12, 2015, Brazil). This event is open for remote participation.

Who is behind this? My name is Uta Meier-Hahn. I am a PhD researcher at the Alexander von Humboldt Institute for Internet and Society in Berlin. In my PhD research, I focus on informal regulation of internet interconnection. In the course of my research I have conducted interviews with 50 networkers around the world about their operational practices. In this survey, I wish to explore the regulatory conditions under which internet connectivity is being established, maintained and resolved.
